Due to the constraint of time and budget, it is not possible to study the whole universe in this research. However, the case study selection will be based on the criteria that the projects which represent and can highlight the problems of all existing desalination projects should be chosen. This research is limited in the sense that not every existing sea water desalination project will be s tudied under it. Also, it is not possible for the researcher to study every aspect of the problem under discussion, so this research is limited to study of aspects of cost overrun.
